HB 1032: Solar for Schools Program

Creates the "Solar for Schools Grant Program." This will allow school districts, community colleges, and career technical schools to install solar technology on their rooftops and properties to reduce their energy costs and carbon emissions, with targeted federal investments in environmental justice communities

HB 1842: Community Solar

Enables community solar and will expand Pennsylvania’s energy portfolio by allowing multiple customers within a certain geographic area to receive their energy from an off-site solar array. This is especially beneficial to low-income homeowners and renters who otherwise would not be able to install solar panels on their property.

The Pro-Environment Vote is “YES”.

HB 254: Lake Erie Wind Energy Development

4/16/24

Allows certain areas of Lake Erie to be leased for wind energy technology, which will produce more than 500 megawatts of power, and contains provisions that will not disrupt maritime activities or local ecosystems.

HB 1615: Appliance Energy Efficiency Standards

Final Passage

5/7/24

Sets energy efficiency and water conservation standards for certain commercial and residential appliances sold in Pennsylvania, which will help reduce pollution, conserve water, and reduce utility costs for businesses and consumers.

HB 1474: Electric Vehicle Infrastructure Funding

Final Passage

10/30/23

Supports the buildout of the infrastructure needed to support widespread electric vehicle adoption by adding electric vehicle charging infrastructure as an eligible project type under the Pennsylvania Property-Assessed Clean Energy Program, which will help agricultural, commercial, and industrial properties afford these projects.

HB 2338: PEDA Funding & Resources

Final Passage

6/25/24

Helps the Pennsylvania Energy Development Authority (PEDA) acquire the resources and regulatory framework necessary to distribute low-cost financing and technical assistance for clean energy projects to communities and organizations across the Commonwealth.

The Pro-Environment Vote is “YES”.

Passed in the House (107-95), Awaiting action in the Senate.

About Our Scorecard

The Pennsylvania Environmental Scorecard rates each member of the State Senate and House on their environmental voting record using the most crucial environmental votes that the Pennsylvania General Assembly took during the current legislative session. The Scorecard holds state legislators accountable for their votes on clean water, air pollution, climate change, and environmental justice, and other environmental issues that affect all Pennsylvanians.

To compile these scores, our organizations worked with dozens of other environmental advocates, activists, and leaders to ensure that we are reviewing and scoring the most important and highly watched environmental votes, and that we are educating legislators on the environmental impacts of the legislation in question. A lifetime score was also given for each legislator. This score reflects their pro-environment voting record going back to the 2007-2008 legislative session. This adds greater context to each legislator’s position on environmental issues over time. When a bill is voted on in each chamber and has remained largely the same, our coalition will score the bill in each chamber. If there are significant differences in bill versions, we may score it in only one chamber.
